Client users access

Individual client users need a setting to give them access to Oscar.

In our demo internally Payroll admin (bureau) was creating these requests and was the only one receiving notification of completed onboardings.

Now we have some clients using this, where a client has started the onboarding, ALL client users are receiving this notification not just the one who started the onboarding process.

I don't want to have to make clients who onboard super-users just to prevent this.

Make it a tickbox in the client user setup, please.
